Named by President Duterte as Chairman of the Board of Directors of the North Luzon Railways Corporation (NorthRail) from 2016 to 2017, he was appointed in May 2018 as the Undersecretary for Luzon Affairs of the Department of Social Welfare and Development. Because of his ability to use charisma to attract public attention and support, Moreno became Vice-Mayor of former President and Manila Mayor Joseph Estrada after losing a senatorial bid in 2016, and became Mayor after defeating his patron Estrada in the 2019 elections.
